MOGADISHU, Somalia – In a pivotal step toward reinforcing peace and stability in Somalia, the Deputy Special Representative of the Chairperson of the African Union Commission for Somalia, Ambassador Moukhtar Osman Kaire, convened a high-level meeting in Mogadishu with a senior delegation from the European Union (EU) led by EU Ambassador to Somalia, Francesca Di Mauro.
The talks focused on the evolving dynamics of peace support in Somalia, particularly the transition from the African Union Transition Mission in Somalia (ATMIS) to the African Union Somalia Support Mission (AUSSOM).
Discussions also explored the broader security landscape and the crucial role of international partners in supporting Somalia’s post-conflict reconstruction and peacebuilding agenda.
AU Briefs EU on Financial Constraints and Mission Challenges
Ambassador Kaire delivered a detailed briefing on the financial constraints currently facing AUSSOM, noting that budgetary cuts have affected the mission’s operational capacity across its military, police, and civilian components.
He stressed that these reductions have come at a critical time, as Somalia continues to confront persistent threats from Al-Shabaab and other armed groups.
Despite these challenges, Ambassador Kaire commended the progress achieved by AU and Somali security forces in recent counter-insurgency operations that have liberated key areas from militant control — a development that strengthens hopes for long-term peace and stability.
Discussions on Future Deployment and Mandate Extension
A major topic of discussion was the future deployment of AU troops, including the extension of the mandate of Burundian peacekeepers currently serving in Somalia.
Both delegations also reviewed potential rotations and troop transitions, with Egyptian contingents expected to join AUSSOM in upcoming deployment phases.
Toward a Multi-Dimensional Peace Support Mission
The meeting reaffirmed a shared commitment to a phased and strategic transformation of AUSSOM — one that moves beyond a purely military approach.
The new framework aims to incorporate policing, governance, and civilian stabilization to promote sustainable peacebuilding and institutional development, aligning with the Somali government’s national security transition plan.
Senior AU officials, including AUSSOM Force Commander Lt. General Sam Kavuma and Police Commissioner Hillary Sao Kanu, attended the talks and provided comprehensive operational updates on the mission’s performance and challenges.
EU Reaffirms Support for Somalia’s Peace and Security
The meeting concluded with a strong reaffirmation of the EU’s commitment to Somalia’s peace process.
Ambassador Francesca Di Mauro emphasized the EU’s long-standing partnership with the African Union and its readiness to continue providing financial and strategic support for Somalia’s stability.
This diplomatic engagement marks a significant milestone in international efforts to strengthen Somalia’s security architecture and ensure that recent gains are consolidated through coordinated, sustainable, and inclusive peacebuilding strategies.
