KISMAYO, Somalia – The regional administration of Jubbaland has publicly announced that it does not recognize the National Identity Card issued by the National Identification and Registration Authority (NIRA), echoing a similar stance previously taken by Puntland.
In a press release issued by the Jubbaland Ministry of Interior, the administration stated that any law or regulation not based on mutual agreement will not be considered binding in Jubbaland.
“The Ministry of Interior of Jubbaland affirms that it does not recognize what is referred to as the National Identity Card, which lacks legal consensus,” the statement read.
The ministry criticized the ID initiative, suggesting it is a politically motivated effort. “The National ID appears to be a tool aimed at advancing political interests,” the statement said.
Jubbaland authorities also advised residents not to participate in any activities that contradict the laws and regulations established by the Jubbaland government. “The people residing in areas under Jubbaland’s administration are required to follow the legal and administrative frameworks set by the regional government,” the statement emphasized.
The government reiterated its commitment to the well-being of its citizens, stating: “Jubbaland is focused on promoting the interests of its people and will continue to work for those who have entrusted it with leadership.”
This development follows a similar rejection by Puntland, which previously established its own identity authority in defiance of the federal NIRA system. The federal government later condemned Puntland’s move, accusing regional President Said Abdullahi Deni of undermining legally established national institutions.
