Somalia: Sets Deadline for Ethiopia Over Somaliland Sea Access Deal

MOGADISHU, Somalia – Somalia’s National Security Adviser, Hussein Sheikh Ali, has issued a stark warning to Ethiopia regarding the presence of its troops in Somalia, directly linking their future to the ongoing diplomatic dispute over a Memorandum of Understanding (MoU) signed between Ethiopia and the breakaway region of Somaliland. In an interview with The New Humanitarian, Ali stated that the decision on Ethiopian troops’ stay in Somalia hinges on Ethiopia’s quick withdrawal from what he termed the “MoU debacle.”

“We have tried to give them as much time as possible, but I think now it is getting closer and closer, time is ticking,” Ali remarked, indicating a deadline set for sometime in October for Ethiopia to renounce the contentious agreement. This MoU, which reportedly involves Ethiopia recognizing Somaliland’s independence in exchange for sea access, has been a point of significant contention, leading to heightened tensions between Somalia and Ethiopia.

Referring directly to the Ethiopian military presence, Ali expressed a shift in local sentiment, saying, “Their presence is negative. The owners of this land now feel Ethiopia is an aggressor, not a partner.” This statement underscores the deteriorating relationship and the potential for further diplomatic and possibly military repercussions if Ethiopia does not comply with Somalia’s demands.

The Ethiopian military has been involved in Somalia under the African Union Mission in Somalia (AMISOM) and bilateral agreements, aiding in the fight against the Al-Shabaab militant group. However, the MoU with Somaliland has complicated this relationship, leading to calls for withdrawal or reevaluation of Ethiopia’s military role in Somalia.

This development comes at a time when Somalia is also addressing internal security challenges and the broader question of foreign military presence on its soil, amidst calls for sovereignty and self-reliance in security matters. The outcome of this diplomatic standoff could reshape regional security dynamics and Somalia’s relations with its neighbors.
